Addressing the BJP Parliamentary Party meeting in the absence of Prime Minister Narendra Modi, who is touring flood-hit Assam, Shah also warned those who were absent to be cautious in future, sources said.

This despite a party whip, which makes it mandatory for lawmakers to be present in Parliament during a vote.

BJP President, Amit Shah is satisfied as being the party's president and said that he will not join the Union Cabinet. He will be holding a series of meetings with the council of ministers and party MLAs, state BJP president Subhash Barala said. In response to this, Amit Shah said that he has a great responsibility of being the party's president and he is satisfied with his role.

Shah also asked the MPs to "expose the Congress" for stalling the setting up of the Other Backward Classes commission.

The incident proved to be a major embarrassment for the NDA which commands at least 78 MPs in the Rajya Sabha, excluding 10 members of the JD (U), the BJP's new ally. Interestingly, when she fought Lok Sabha election from Chandni Chowk in New Delhi in 2004, she had entered, under the education qualifications column BA.

On Monday, Congress members insisted on a vote and the amendment suggested by the party was passed.

Since the government does not have numbers in the Rajya Sabha, the letter to MPs is clear: be present in full strength to challenge the Opposition.

The Upper House passed the bill Monday night without a clause on composition and power of the proposed National Commission for Backward Classes which it wants to empower constitutionally.
