But some leading North Korea experts in the United States are urging Trump to rethink his position on preconditions, possibly sending a high-level presidential delegation to North Korea in exchange for a freeze on ballistic missile and nuclear tests.

Marcus Noland, an expert on North Korea at the Peterson Institute for International Economics in Washington, D.C., told UPI in a phone interview the United States and South Korea are on a "potentially unsafe trajectory at this point" because of different approaches to North Korea. The Trump administration is considering whether to impose tariffs or quotas on steel imports.

Trump and Moon, who will meet for the first time Thursday, face the same challenge: a belligerent Pyongyang that has refused, for the most part, to comply with global calls for denuclearization.

During the briefing, White House officials emphasized that burden sharing will play a major role in talks with all other countries moving forward.

The US recently deployed an advanced missile system on South Korean soil to counter potential threats from the North, angering Pyongyang.

The DPRK has got enough evidence to prove that Park started plotting to kill Kim since late 2015, said the statement.

The Trump administration calls North Korea's growing weapons capabilities its top foreign policy priority - and will try to make more headway on the issue with its partner, South Korea, which relies on some 28,000 USA troops for defense.

But the real real test will be how the two leaders deal with North Korea.

The U.S. continues to maintain 28,500 troops in South Korea as part of a joint deterrence against communist North Korea.
