Coalition MPs aren't happy with Turnbull's clean energy plan

Chief Scientist Alan Finkel’s review has peeved climate sceptics within the Coalition

Senior ministers, including Treasurer Scott Morrison and Energy Minister Josh Frydenberg, say the cost of power for businesses and households is the major issue for MPs.

Over the period 2017 to 2050, about $132 billion is expected to be spent on electricity generation under the business as usual scenario.

Senator Chisholm pointed to the reported tense exchange between former prime minister Tony Abbott and Liberal frontbencher Craig Laundy after the meeting.

This was flatly rejected by senior ministers including Finance Minister and leading conservative Mathias Cormann, Foreign Minister Julie Bishop and Nationals leader Barnaby Joyce.

The so-called Finkel report urges the government to commit to a clean energy target - possibly up to 42 percent of electricity production from renewable sources by 2030 - and outlines that taking action in this area would actually be cheaper, and lead to lower power prices, than doing nothing.

He said despite the initial disagreement about the implementation of a Clean Energy Target, there was still scope to involve high efficiency coal power generators - a claim which Abbott said was nonsensical considering coal power would not be subsidized and therefore unfairly punished.

Also on Wednesday, Opposition Leader Bill Shorten said Labor would be prepared to "work in the national interest" in regards to a CET, while party spokesperson Jason Clare said the government needed to get a move on in regards to forming its energy policy.

Mr Abbott, who had not read the Finkel report, slammed the CET on Monday as a "magic pudding" and "a tax on coal".

Mr Coulton said it was wrong to portray MPs as either being "for Finkel, or against Finkel".

"We went to the party room yesterday to explain what's happening in the energy market and what the Finkel report had recommended. Just when Australians thought that the climate change wars were over, it looks like a new civil war in the Liberal Party has taken it up to a new level", he said.

Mr Turnbull has been weakened and Australians are the losers.

But the modelling by Jacobs (Australia) released on Tuesday night found a CET - being advocated by the Turnbull government - had slightly lower price rises than an EIS, which the Turnbull government ruled out late past year. Electricity retailers would have to show a predetermined share of their power came from low emissions generators.

Raising the threshold to 750kg or 800kg CO2/MWh to allow High Efficiency, Low Emissions (HELE) coal power stations into the running for clean energy certificates would only see them earn a tiny fraction of a full certificate.

He said the third pillar, of stronger governance, called for a new Energy Security Board to drive implementation of the blueprint and deliver an annual health check on the state of the electricity system.

Speaking on Sydney radio, Mr Abbott had named two criteria to assess the Finkel model.

The energy sector and the experts believe even if coal is included in the scheme, there is no interest in building a coal fired power station, if only because they are more expensive then renewable energy.

The clean energy industry has welcomed the release of the final report from the Chief Scientist Dr Alan Finkel into Australia's energy security and is calling on political leadership to finally end the energy crisis, the industry's peak body said today.
