Abbott: Announcement on special session later in week

Speaker of the House Joe Straus R San Antonio smiles as he bangs the gavel closing Sine Die on the Texas House in 2015

If approved by Gov. Greg Abbott, the bill will reduce the number of categories from five to three under which school districts and campuses are evaluated.

Abbott annouced his plans about the special session while signing HB 100 into law on Monday morning. We're talking about a possible special legislative session.

It is widely expected that Abbott will call lawmakers back into session for a short-turnaround meeting - possibly just a few days in duration - to pass a bill continuing the operations of the Texas Medical Board and four related regulatory agencies.

Lt. Gov. Dan Patrick has been among those asking Abbott to call a special session to address contentious issues such as a "bathroom bill" to regulate where transgendered Texans may use the restroom, and property tax reform.

Special sessions can run for up to 30 days. But last week, Patrick threatened to force a special session if the House did not rubber-stamp the property tax and bathroom bills previously passed by the Senate - even though that power rests exclusively with the governor. It bars transgender students from choosing the bathroom they use, but allows schools to direct them to separate, single occupancy facilities. Some Republicans want to keep working to address a so-called "bathroom bill" and property taxes.

Abbott has long had an aversion to special sessions, arguing taxpayers deserve representatives who do their work on time.

The letter was also signed by Amazon CEO Jeff Wilke, IBM Chairman Ginni Rometty and Microsoft President Brad Smith.

"The legislature periodically reviews state agencies, agencies that don't pass their reviews go out of business", Ramsey says. "Our ability to attract, recruit and retain top talent, encourage new business relocations, expansions and investment, and maintain our economic competitiveness would all be negatively affected".
