Reportedly, the girl's family fed the sea lion right before this happened.

"It initially jumped up to the girl to read her I guess", Fujiwara told the CBC.

The little girl leans over the edge of the dock so she could get a closer look, and the animal pokes his head out of the water to do the same.

Experts told NBC News the sea-lion's behavior did not appear to be aggressive, but it did seem to be hungry and curious. Dan Carlin was posing for a picture with a yellowtail fish he had caught when the sea lion bit into his hand and pulled him overboard, the TV station reported.

Michael Fujiwara, 23, recorded the video showing a California sea lion grabbing the girl's dress while she was sitting at the edge of the dock and dragging her underwater. "You're just asking for trouble when you do that".

Following the incident, the girl is shown walking away appearing to be uninjured and safe.

Fujiwara claims people were feeding the sea lion breadcrumbs, something Steveston Harbour Authority GM Bob Baziuk warns against. They are not pets, they are wild animals.

Andrew Trites of the Marine mammal Unit of the University of British Columbia later said that "as a rule, sea lions don't attack, but was in search of food". They are not circus performers.

Fujiwara says he goes once a week to the docks, sees sea lions often, but has never witnessed anything like what he was able to capture on video. In the video, which has now garnered more than 2.2 million views, the sea lion can be seen swimming near the Steveston Fisherman's Wharf as spectators throw bits of food into the water.
