US needs September 'shutdown' to fix Senate 'mess'

President Donald Trump, in a pair of tweets Tuesday, lamented that GOP lawmakers had to compromise with Democrats on a bipartisan spending bill and said a "good shutdown" is needed to fix how government operates.

Mulvaney also defended the president's tweeted prescription for a shutdown in the next round of spending negotiations in September, saying "I think the president's tweet was that we might need a shutdown at some point to drive home that this place, that Washington needs to be fixed".

Republicans hold 52 seats in the 100-seat U.S. Senate.

Donald Trump attacked the long-standing Senate procedure, when striking out at a negotiated budget deal on Capitol Hill.

Mulvaney's comments come after President Trump earlier in the day called for a "good shutdown" in September to fix the "mess" in government. Republicans reduced the threshold to 51 votes for Supreme Court nominees this year and could do the same for legislation with a simple majority vote. "We are building this now", he said.

After Congress chose to move forward with a spending plan that doesn't include cash for President Donald Trump's border wall, the leader of the free world took his frustrations out the best way he knew how: on Twitter, of course.

"There's several hundred of millions of dollars for us to replace cyclone fencing with 20-foot high steel wall", he said, pointing to a photograph of an existing stretch of the towering steel barrier along the southern border.

"Sooner or later, we'll have to start doing something different", Mulvaney said, adding: "If we get to September and it is still business as usual, business as usual, business as usual and nothing changes, and takes a shutdown to change it, I have no problem with that".

"Unfortunately the president did not play much of a role - much of a positive role - in these budget negotiations, but hopefully, that may change because the results have been so good and so fine", Schumer said.

The White House also backed off from a threat to withhold ObamaCare subsidy payments to insurance companies.

The GOP spending bill funded Planned Parenthood and sanctuary cites, and secured almost $5 billion in new domestic spending, according to The Washington Post.

Then he went further - calling either for Senate Republicans to ditch what's left of the filibuster once and for all, or for voters to increase his party's numbers in the chamber.

He dispatched budget director Mick Mulvaney to the White House press briefing yesterday to highlight achievements and try to trip up the Democrats on their victory lap.
