Government-wide spending bill headed for a House vote

The bill passed with 79 votes in favor in the Senate on Thursday.

In the House, also led by Republicans, Speaker Paul Ryan took a more muted response.

Another Florida Republican, Thomas Rooney, said confusion over the potential loss of coverage for pre-existing conditions had his constituents scared that "they're going to die because of a vote that we might be taking".

The White House and congressional Republicans are pressing to reverse a Washington narrative that the catchall bill is a win for Democrats.

"This forced parity that we lived under the Obama years really constrained our ability to rebuild our military for this century", Ryan told reporters Tuesday. Congress is expected to vote on the deal in the next couple of days.

Instead, funding for the National Institute of Health is increased by $2 billion, despite Trump's budget plan calling for cuts to the program, and the bill will also deliver money for clean energy and science funding.

The latest iteration of the GOP bill would let states escape a current requirement that insurers charge healthy and seriously ill customers the same rates.

Trump said his fellow Republicans had to acquiesce to Democratic demands in spending bill because the party's majority was too slim to win the 60 Senate votes needed to advance the legislation without them.

"This is what winning looks like", said Trump from the Rose Garden, rattling off the increased military and border security funding and other highlights of the spending bill he advocated for.

The omnibus bill also would provide $1.45 billion more for border security.

"While I am pleased to see increased funding for our men and women in uniform and their critical missions across the globe, this bill fails in a number of ways, including by continuing to fund sanctuary cities, Planned Parenthood, and Obamacare", Cruz said.

Meanwhile, Mr. Trump threatened a government shutdown in a tweet on Tuesday, laying the groundwork for what's sure to be a messy and chaotic legislative season this fall.

"At its basest level, our sense is that President Trump is unhappy with the press narrative that Democrats came out on top in the recent spending negotiations and used Twitter to vent his frustrations, as he is apt to do", Issac Boltansky and Lukas Davaz of the political research firm Compass Point wrote on Wednesday.

The White House sent Vice President Mike Pence to the Capitol on Tuesday to meet Republican holdouts on the party's latest effort to pass a healthcare overhaul.

But Upton and Long crafted a proposal providing $8 billion over five years to help some people with pre-existing medical conditions afford coverage. GOP leaders are hoping to create momentum for the legislation - especially among holdout moderates - so they can push it through the House before it breaks for a week-long recess Friday.

"We will pass this bill", House Majority Leader Kevin McCarthy, R-Calif., confidently predicted after a day of wrangling votes and personal arm-twisting by President Donald Trump.

Republicans are right that the bill finally breaks the Obama -era rule that every defense dollar be matched by a domestic-spending dollar.

At the same time, Congress is ready to give final approval to a bipartisan $1 trillion measure financing federal agencies through September.

But the White House then rallied to make the case to the public - and perhaps to a president who famously hates losing - that he actually had prevailed in the negotiations. The compromise spending package does not provide funds for many of Trump's campaign promises, such as a wall on the USA border with Mexico.

Members announced on Sunday that they had reached an agreement to avoid a shutdown until October 1 - a deal that does not include several provisions sought by Mr Trump, including money for a border wall.
