President Donald Trump picked retired major general and current acting deputy commissioner of U.S. Customs and Border Protection Randolph "Tex" Alles for the post, adding another prominent Marine veteran to an administration rapidly filling with them. He has moved through several top positions at Customs and Border Protection in recent years, including in its air and marine operations unit, after 35 years of military service. He now serves as acting deputy commissioner of Customs and Border protection, where he has worked since 2012. Alles will replace former director Joseph Clancy, who retired on March 4.

Secret Service spokesman Joe Casey declined to comment on the pending announcement and referred comments to the White House.

The former aviator was assistant commander of Miramar's 3rd Marine Air Wing at the time of the investigation. In March, a White House fence-jumper incident that cost two agents their jobs. The New York Times noted Alles will be the first Secret Service director "in at least a century not to have served among the agency's ranks". A man recently scaled a fence and roamed the White House grounds for almost 17 minutes before he was arrested. The Secret Service totals more than 6,500 agents and staffers.

The report stated that IT management had not been an agency priority, and concluded that until Secret Service improved its IT governance, its systems and data would remain vulnerable. Defense Secretary Jim Mattis and Department of Homeland Security Secretary John Kelly are the most prominent of that group.

In recent weeks and months, the Secret Service has engendered a number of controversies and faced a series of security challenges.

The president had also named Michael Flynn, a retired Army lieutenant general, as his national security adviser, but Flynn resigned this year after his potentially illegal contacts with Russia's ambassador to the United States became public.

Trump can appoint the Secret Service director without a Senate confirmation hearing.
