They say Stephens shot and killed himself following a brief pursuit by police.

Stephens was spotted by an "alert citizen" around 11 a.m. Tuesday, Pennslyvania State Police Troopers troopers said in a Facebook post. Video of the killing was uploaded to Facebook.

In the footage Stephens pulls over in a vehicle on a street in Cleveland as he says find me somebody to kill, gonna kill this guy right here.

Facebook chief executive Mark Zuckerberg said: "Our hearts go out to the family and friends of Robert Godwin Sr".

The grisly footage showed Stephens approaching Godwin Sr., apparently at random, in the Glenville neighborhood of Cleveland and shoot him in the head after telling him to say, "Joy Lane", the name of Stephens' ex-girlfriend.

"We disabled the suspect's account within 23 minutes of receiving the first report about the murder video, and two hours after receiving a report of any kind", Osofsky said. However, she said she still forgives him.

The online broadcast of the killing has prompted questions about social media policies and the role of sites like Facebook in screening out violent content.

Federal, state and local law-enforcement agencies had launched a nationwide manhunt for Stephens, who was wanted on an aggravated murder charge.

Stephens had been on the run from law enforcement since Sunday, when he posted several disturbing videos on Facebook, including one of him shooting and killing 74-year-old Robert Godwin after Godwin left an Easter meal with his family. The owner, Thomas DuCharme Jr, said workers tried to "buy some time for the cops" and told Stephens it would take some time to make the fries.

According to employees at the restaurant, Stephens ordered a 20-piece McNuggets and a large order of fries in the drive-thru.

"This is something that should not have been shared around the world".
